Death Benefit Payments

1. There is no direct funding from National Insurance for tombstones.

2. Other funding may be available from National Insurance which may be applied to the cost of the tombstone:

a. A child under the age of 18 (or a soldier up to age 22) and a spouse who was financially dependent on the deceased, are eligible for a relative's benefit.

b. If the deceased was receiving a pension payment and had not yet received it for the last month of his life, it maybe claimed, even if the death occurred on the first of the month. Sometimes, an inheritance order from the local court may be required.

c. In special cases, a special one-time death payment may be claimed from the local branch of National Insurance.
Who is eligible - A first-degree blood relative of the deceased - that is, only a spouse or child - is eligible to receive the payment, only if they received certain payments during the life of the deceased. A wife collecting on behalf of her deceased husband will generally be given the payment without an investigation of her financial status. A husband will only receive the payment on behalf of his deceased wife if she had worked and paid National Insurance premiums of her own, and it is likely there will be further inquires of his financial status. If both parents are deceased, only children under 18 (or soldiers up to age 22) are eligible to receive the payment.
As of November 2008, the amount of the payment is 7,443 nis.

3. If the family cannot afford a tombstone and were not eligible for payments, it is possible to approach the chevra kadisha which assisted with the burial for assistance. Many chevra kadishas have a free loan fund for this purpose.

4. If the grave is left without a tombstone for a full year, the chevra kadisha on their own initiative will cover the grave with concrete and erect a permanent sign with the name of the deceased.
